Soon to be Completed, Umbulan SPAM Adds Clean Water Supply for 1.3 Million Residents of East Java

The Ministry of Public Works and Public Housing (PUPR) continues to strive by increasing access to safe drinking water for all Indonesian people through the improvement of the piped water supply system (SPAM). In East Java Province, the construction of Umbulan SPAM is on completion to increase piped clean water supply in 5 cities/districts, namely in Pasuruan City, Pasuruan Regency, Sidoarjo Regency, Surabaya City, and Gresik Regency. At present, construction progress has reached 98.22%.

By the mandate of Presidential Decree (Perpres) No. 3 of 2016, Umbulan SPAM with a planned capacity of 4,000 liters/second that can serve 310,000 house connections (SR) or 1.3 million people, is one of the National Strategic Projects (PSN). The Umbulan regional drinking water project has been initiated since 40 years ago and construction began in 2017 through the Government and Business Entity (PPP) scheme between the Government and PT. Meta Adhya Tirta Umbulan as the auction winner. The investment value is Rp 2.05 trillion with the amount of Viability Gap Fund (VGF) support from the Government of Rp 818 billion.

PUPR Minister Basuki Hadimuljono said the PUPR Ministry provided support so that Umbulan SPAM could be realized and that water tariffs would be affordable for the community. Support provided is financing and constructing the pipeline from the offtake point to the main distribution pipeline, financing and constructing a water treatment installation facility from Kali Rejoso with a capacity of 300 liters per second, placing the pipe and reducing the cost of leasing land on the traversed toll road. Placement of the pipeline is done on the Pasuruan-Gempol, Gempol-Pandaan, Surabaya-Gempol, Surabaya-Mojokerto and Surabaya-Gresik toll roads.

The source of Umbulan SPAM raw water comes from Umbulan springs in Winongan District, Pasuruan Regency, which is channeled through 93 km of clean water transmission pipes with a total of 14 offtake reservoir points. The Umbulan SPAM off-take development itself is divided into three work packages namely five points of Pasuruan & Pasuruan City offtakes in Winongan, Pohjentrek, Pleret, Bangil, Beji and Gempol. The construction of offtakes at these five points has been fully completed to increase the coverage of drinking water services for 260,000 people around the area.

Whereas seven Umbulan SPAM offtakes are in Sidoarjo Regency, namely Porong, Tanggulangin, Candi, Sidoarjo, Buduran, Gedangan and Waru offtakes. The construction of offtakes at the seven points has been fully completed to increase the coverage of drinking water services for 600,000 people around the area.

Currently, two Umbulan SPAM offtakes are being completed, namely in the city of Surabaya, Alas Malang and Gresik, specifically in Giri, with the scope of work on building reservoirs, offtake pipes, and electrical works. As soon as the offtake is completed at that point, Umbulan SPAM can be fully operated to serve the clean water needs of the people of East Java Province.

Umbulan SPAM services are prioritized to meet domestic needs so that people enjoy quality drinking water at affordable prices, are sustainable for 24 hours, and improve the public health related to clean water.
